To fix upside-down pages in a scan or change the order of pages, open your PDF, drag and drop the pages and use the rotate buttons. Rotation is lossless: the page is not re-rendered, only its viewing direction changes, and the text stays searchable.
How to reorder and rotate PDF pages

Does rotating a PDF reduce quality?
